SUMMARY: Under the direct supervision of the Chief Program Officer, the Housing Counselor is responsible for all realms of housing counseling including workshops, education, and counseling services for individuals and families. Clients served will include renters, potential homebuyers, and homeowners with a focus on renter education, first time homebuying, foreclosure/default and delinquency counseling and education, financial literacy, and credit counseling services. This position requires the use of independent judgment and decision-making skills.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Be committed to the Vision, Mission, and Values of Community Progress Council.
  • Complete HUD certification process with a passing score on the national exam within 6 months of hire date.
  • Complete (within 18 months) and maintain National Certifications for Housing Counselors to include certifications in Homeownership and Foreclosure to include completion of continuing education requirements.
  • Prepare all billing and compliance reports for PHFA/HUD, and other funders as required.
  • Maintain professional competency; attend training, seminars, and conferences as needed; attend CPC training and committee meetings.
  • Market and recruit eligible program participants for appropriate services.
  • Develop appropriate action plans for clients based on services required (rental counseling, pre purchase counseling, post purchase counseling, credit and budget counseling, and foreclosure counseling).
  • Engage clients in developing spending plans, savings plans, and plans to address credit issues.
  • Educate clients on issues of Fair Housing, and Predatory Lending.
  • Educate clients on processes of eviction and foreclosure.
  • Maintain strict confidentiality of all client information to include secured storage of client files and encryption of electronic transmissions of client information.
  • Follow up with clients to continue engagement in the program services.
  • Monitor progress towards goals on a monthly, bimonthly basis as appropriate.
  • Refer clients to community resources as appropriate and represent program/agency on community, professional, or other groups as needed.

  • Assist clients in applications for rental housing, loan modification, or emergency mortgage assistance as needed.
  • Prepare materials for homebuyer and financial literacy educational workshops.
  • Market, register clients, conduct and coordinate homebuyer and financial literacy education workshops.
  • Ensure access to all clients through interpreters (sign or language) when necessary.
  • Assist in the completion of reports for assigned programs in a timely and efficient manner.
  • Build relationships with lenders, realtors, other housing and community services throughout the community to develop referral sources and to keep up to date on information and products.
  • Contact and advocate with loan servicers for the successful resolution of delinquencies.
  • Contact and advocate with landlords for the successful resolution of landlord tenant conflicts.
  • Participate in meetings, presentations, workshops etc. to promote housing programs to residents, partners, and funding agencies.
  • Establish and update office procedures for coordinating and providing the housing counseling services of the agency.
  • Works in partnership with program directors and staff to integrate and coordinate services across programs, and advance practices that reflect a client-centered, relationship-based care model. Develops and maintains strong working relationships internally and with community partners.
  • Assist with evaluating the housing counseling services provided by the agency.
  • Comply with all requirements of contracts and agreements.
  • Maintain the database associated with all housing counseling services.
  • Create and maintain participant files in accordance with PHFA and HUD requirements.
  • All other duties as assigned.

EDUCATION and EXPERIENCE: Any combination of work and experience equivalent to a bachelor's degree from an accredited college or university with major work in social work, housing counseling, housing planning, real estate, banking or related field and some experience in housing services. With a minimum of two (2) years of work experience in housing counseling, credit counseling, banking and or the real estate field. Prefer housing counseling certification and/or credit counseling certification.

OTHER REQUIREMENTS: May be required to work night and weekends to meet program needs. Regular and timely attendance is essential. Ability to be reached by telephone in a timely manner; ability to maintain open communication through the use of emails and work cell phones. May be required to commence workday at different agency sites without compensation for travel time or mileage to the site and the return. Ability to respond to change in a productive manner and handle other tasks as assigned. Ability to work with diverse individuals. This position may be required to drive company vehicles for client transportation or other purposes. Motor vehicles record checks will be completed. A clean driving record, current insurance, and a valid PA Driver’s license are required.

LANGUAGE SKILLS: Bilingual language skills required. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from diverse groups of managers, clients, customers, and the general public. Whenever possible, speak the client’s language to the best of your ability.

MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as basic algebra, probability, and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

COMPUTER: Experience with Microsoft Office Suite in a Windows environment helpful and preferred.

CERTIFICATES, LICENSES, REGISTRATIONS: The Department of Human Service FBI Clearance, PA State Criminal History, Childline Child Abuse Certification and NSOR clearance are required prior to hire. A physical assessment including a tuberculosis skin test and proof of completed “Mandated Reporter” training are due within 90-days of hire.
