Description of Job

Position Summary:
Are you interested in working with a collaborative team of data-minded professionals who work with the special education SPP/APR Indicator data in support of Colorado's students with disabilities? ESSU's Data Team is a small team of highly motivated independent workers. The successful candidate takes the initiative and is self-directed in their learning and work, but also eager to collaborate and share ideas.

Major Duties and Responsibilities:
1. Contribute leadership and expertise to a dynamic team within CDE focused on building systems of general supervision and monitoring to improve functional and academic outcomes for students with disabilities. in accordance with IDEA.

2. Lead and coordinate the accurate and timely preparation of the Colorado SPP/APR by collaborating across teams to gather all necessary data and narratives.

3. Review special education data and SPP/APR Indicators to determine compliance and areas of needs. Provide feedback and recommendations to GSM monitoring consultants and AU special education directors.

4. Lead and ensure AU completion of demonstration of corrections of noncompliance for each of the compliance indicators: 4, 9, 10, 11, 12, 13, 18. Including training AU personnel on SPP/APR Compliance Indicators, develop resources, and track demonstration of correction of noncompliance processes.

5. Serve as the data and monitoring liaison between the Data and GSM teams with other results-driven initiatives required by state and federal programs.

6. Develop tools, strategies, and resources that support the implementation of systems of general supervision and improve the CDE's support for school districts.

7. Present and facilitate in a variety of settings to provide technical assistance to stakeholders in understanding and complying with IDEA procedural requirements, with a focus on requirements that improve results for students with disabilities.

8. Collaborate with internal and external colleagues to provide leadership, professional development, technical assistance, and resources to the field addressing the requirements of the IDEA and the ECEA.

9. Create and lead face-to-face and on-line supervision, monitoring, and technical assistance opportunities for school districts.

10. Support the development of appropriate advisory committees/ work groups to provide Information regarding SPP/APR indicators that promote both compliance with the IDEA and the ECEA and improved outcomes for special education students.

11. Provide technical assistance and support to CDE colleagues, special education administrators/educators on compliance with special
education law, regulation, and processes consistent with IDEA and ECEA.

12. Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Required:
Bachelor's in Special Education or related field, from an accredited university
5 years experience as a special education teacher/case manager or in a special education leadership role such as Special Education Director, Coordinator, or Supervisor.

Preferred:
3 years experience in a special education leadership role such as Special Education Director, Coordinator, or Supervisor.

Demonstrated skills and abilities to independently problem solve and resolve/describe findings and document discrepancies.
Ability to logically apply statutes and regulations to reasonably support all monitoring findings.
Demonstrated ability to manage large work loads, including but not limited to effectively tracking action items/deliverables, as well as
complete assignments within prescribed deadlines.
Intermediate to advanced proficiency in MS Office programs, specifically Excel and Word.
Strong written and verbal communication skills.
Strong attention to detail (proofing work, spelling, grammar, formatting, etc).
Ability to effectively balance quality of work and productivity expectations.
Ability to effectively collaborate with internal and external customers (i.e., school districts, other CDE units, etc.).
Ability to prioritize and organize work to accommodate and meet the changing needs of the department and meet deadlines.
Takes initiative and exhibits a proactive approach to work.
Identifies problems and recommends solutions prior to the standard being jeopardized.
Ability to work independently as well as on a team.
Ability to lead professional learning in a variety of settings; in person, hybrid, virtual.
Understanding of Adult Learning Theory principles and the ability to apply the principles to the development/revision of professional learning
courses.
Ability to incorporate feedback into course revision and delivery.
